Building on the established "Dual Circulation" framework, the plan is expected to refine six core priorities: domestic demand, social rebalancing, de-risking, high-level opening-up, market reforms, and industrial upgrading. Recent policy signals emphasize advancing industrial upgrading and market reforms to drive productivity and consumption, while integrating emerging themes—such as "anti-involution," "AI+," and "investing in people"—to strengthen social security and urban livability. Certain development-security measures may also be adjusted in light of progress achieved under the 14th FYP.
