Tim Cullen MBE created the Oxford Programme on Negotiation at the University of Oxford in 2004 and continues to teach a substantial part of the programme. He was, until 2018, also a visiting professor at Sun Yat-sen University in Guangzhou, China, and has now shifted his teaching in China to the Guanghua School of Management at Peking University. Tim also heads the consulting firm, TCA Limited which conducts teaching programmes globally and provides advisory services to companies to help them achieve better outcomes in negotiations with counterparts in other countries. Tim has also taught and directed negotiation programmes in 26 countries. Tim worked for Ford Motor Company and Continental Bank over the decade from 1969 to 1978, before joining the World Bank, where he worked for 21 years and was Director of Information and Chief Spokesman for most of the 1990’s. For most of the 1980’s he had responsibility for the World Bank’s outreach in Nordic countries, where he had lived as a teenager and worked as a university student. He was directly involved in negotiations for a number of major global events while at the World Bank, and, in 1997 he served as the Special Representative in Hong Kong at the time of the Handover to the People’s Republic of China. He has also provided strategic advice, delivered speeches and conducted teaching programmes on negotiation strategies and techniques throughout China, and is a regular commentator on Shenzhen TV. He was made a Member of the Order of the British Empire by Her Majesty Queen Elizabeth in 2014 for services to International Financial Management.
